2nd Florence Urban Transport Forum. Tendering Urban Public Transport: Past Experiences, Future Challenges
The 2nd Florence Urban Transport Forum aims at a thorough discussion of the question of tendering of urban public transport services within the context of EC regulation 1370 on PSO and contracting. The Forum will give the opportunity to relevant stakeholders to address this by discussing inter alia the following questions:
- What can we learn from the past experiences of tendering of urban public services? What has worked? What has not? And why?
- How does EC regulation 1370 affect the tendering procedures?
- What other challenges have emerged over the past 20 years that need to be taken into account when tendering urban public services?
- How is tendering of urban public services likely to evolve in the years to come?
- What can we learn from other sectors about the tendering of urban public services?
Keeping to one of FSR’s guiding principles, namely stakeholder involvement, this Forum will feature presentations from representatives of the European Commission, Ministries, regulators, operators, international associations of stakeholders and academics.

1st Florence Urban Transport Forum. Role, Functions and Status of Transport Authorities
Following previous discussion events on rail transport, we are starting our activities on urban transport by organizing a debate on the role, the function and the status of Transport Authorities.
The discussion will be kicked-off with the following points:
- Who should perform the functions of planning, procuring and delivering urban transport in order to obtain the best possible results?
- What are/should be the exact role and functions of urban transport authorities, also in light of broader agglomerations’ transport?
- What is/should be the nature of contracts? Who is the regulator?
- What should be the relationship between transport authorities and political authorities?
Keeping to one of FSR’s guiding principles, namely stakeholder involvement, this Forum will feature presentations from transport authorities, operators, international associations of stakeholders and academics. The day will be opened, closed, and moderated by Prof Matthias Finger with the aim of fostering open discussion and exchange among all participants.

12th Florence Rail Forum. How to define, measure, and improve the performance of the European railway system?
Railway traffic in Europe has increased over the past decade, and it is the aim of European policy makers to further promote the shift of passenger and cargo traffic from road to rail. However, to make railways the backbone of an efficient, sustainable and cohesive multimodal mobility system, the overall performance of the railway system has to improve. Even though everyone agrees on this, the very definition of performance and especially its measurement remains controversial.

11th Florence Rail Forum. Digital Single European Railway Area: how do we get there?
The completion of a digital single market is one of the 10 priorities of the Juncker Commission. It is time to make the EU’s single market fit for the digital age and let citizens, businesses and governments fully benefit from the power of the information and communication technologies. The digitalisation of rail is part of this broader goal as well as an essential contribution to the completion of the Single European Railway Area.

1st Florence Air Forum. 1st European Air Transport Regulation Forum
Air transport is undergoing important changes with ever increasing flows, new emerging actors and new frameworks for operations and capacity management being established.
As the process to develop a Single European Sky and to improve capacity and safety of all elements involved moves forward, new regulatory challenges become topical.
Bringing stakeholders together to discuss such changes and challenges is the first step to establish a forum contributing and benefitting from the practical approach to regulation research taken by the Florence School of Regulation.

4th Florence Air Forum. Consolidating the Single European Sky: From Physical to Virtual
Europe is facing increasing competition from other areas of the world, forcing the continent to grow together and offer easy journey between different points. Air transport plays an important role for cross-continental travel, but projections by the European Commission suggest that under current conditions the European airspace and airports will lack the capacity to satisfy the needs of increasing air traffic. The Single European Sky (SES) aims at reducing delays, increasing safety, reducing the environmental impact, and reducing costs related to service provision. It contributes to these goals by de-fragmenting the European airspace, and creating a more efficient air traffic management (ATM) system. An important tool to decrease the fragmentation of the European airspace and enhance cooperation among air navigation service providers (ANSPs) are the Functional Airspace Blocks (FABs).

3rd Florence Air Forum. The Single European Sky: How to Achieve its Performance?
Work towards the Single European Sky is currently proceeding with the recent nomination of Eurocontrol as the Network Manager, the implementation of the FABs to be completed by the end of this year, performance objectives for RP1 to be met, and work towards RP2 ones launched in June 2011.
Performance-based regulation is new to the air sector. Actors have to work in a new environment joining efforts to meet FAB or network level targets, while also looking at their own ones. This requires coordination among multiple stakeholders -who sometimes have conflicting interests- as well as the will and the institutional arrangements for stakeholders to work together. For example, actors need to set up ways to complement each other in meeting performance targets.

2nd Florence Air Forum. Gate to Gate Air Transport Network Management
The achievement of the objectives of the Single European Sky requires stakeholders to work together and attain their own objectives as well as network–wide targets. And targets are expected for more key performance areas. A shift in approach is required with operators working along with the Network Manager, designated as Eurocontrol, to accomplish network objectives.

2nd Florence Intermodal Forum. High speed rail vs. low-cost air: competing or complementary modes?
Rail and air passenger transportation provide both competitive and complementary services. In Europe, there are many medium distance corridors where rail and air services compete. However, this situation is now changing because of the new low cost air carriers offering even lower rates. Can high-speed rail continue to expand if low-cost airlines are taking over as the alternative also on short routes? Should this competition rather be seen in the perspective of integrated transport policy?
