Biography

Dr. Jean-Michel Glachant is a Part-time Professor of the Florence School of Regulation and President-elect IAEE 2022.

Glachant took his Ph.D. in Economics at La Sorbonne in France.

He worked in the industry and private sector before becoming a professor at La Sorbonne.

He has been advisor of DG TREN, DG COMP and DG RESEARCH at the European Commission and of the French Energy Regulatory Commission (CRE).

He has been coordinator and scientific advisor of several European research projects.

Jean-Michel has been the founding editor-in-chief of EEEP: “Economics of Energy and Environmental Policy” (an IAEE journal) and is member of the Board of Editors of ‘Energy Journal’ since 2012.

Ignacio Perez Arriaga

Biography

Ignacio J. Pérez-Arriaga MS and PhD in Electrical Engineering from the Massachusetts Institute of Technology (MIT), and Electrical Engineer from Comillas University in Madrid, Spain.

He has advised governments and companies and taught power sector regulation for more than 30 years in over 40 countries around the world.

He has supervised about 40 doctoral theses, more than one hundred master theses, edited several books, published one text book on regulation and more than two hundred articles in international conferences and journals.

He is an invited professor at MIT since 2008, also professor at the Electrical Engineering Department of Comillas University, and directs the training activities at the Florence School of Regulation, with a focus on FSR Global.

He has been member of the board of the Spanish Electricity Regulatory Commission and the Single Electricity Market Committee in Ireland. At Comillas University he was the founder and director for 11 years of its Institute for Research in Technology (IIT) and Vice rector for Research.

He is a Life Member of the Spanish Royal Academy of Engineering. He also served for 5 years as a member of the Board of Appeal of the Agency for the Coordination of Energy Regulators (ACER) in the EU.

Ignacio was a review editor of the 5th Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), and a member of the Advisory Group of the Energy Roadmap 2050 for the Energy Directorate of the European Commission. He is member of the boards of several foundations and NGOs. He is currently researching on future trends in power systems, electrification planning in developing countries, and regulatory and business model approaches to universal energy access.

Aliénor Cameron

Biography

Aliénor Cameron is an economist specializing in climate and industrial policy, currently serving as an External Consultant at the OECD and a Visiting Fellow at the Florence School of Regulation (European University Institute). Her work focuses on evaluating the impacts of climate and industrial policies to improve their design. She recently completed a PhD at the University of Paris Nanterre and the Climate Economics Chair in Paris, for which she conducted research on the EU’s carbon market and CBAM. Alienor has contributed to policy analysis at the European Commission and held research roles at Bruegel and the Paris School of Economics. She holds a Master’s in International Economic Policy and an Undergraduate degree in Social Sciences from Sciences Po.

Angeliki Xafi

Communications Assistant

Biography

Angeliki has been a Communications Assistant at the Robert Schuman Centre since 2023 and joined the Florence School of Regulation in 2025, where she supports the promotion of executive education courses and the dissemination of regulatory and technical research, mainly through social media.
She holds a BSc in Political Science, an MSc in e-Business and Digital Marketing, and has experience in both the public and private sectors. Her work focuses on content creation, social media strategy, and institutional communication.

Letizia Gamberi

Biography

Letizia is Executive Training Assistant at the Florence School of Regulation. She is involved in the planning, organisation, and implementation of executive training activities. Her work include collaborating with academic experts and supporting participants to ensure the smooth delivery of high-quality courses in residential, online, and hybrid formats.

She holds a PhD in Education and Psychology from the University of Florence, where she specialised in lifelong learning. Her academic path also includes a Master’s degree in Adult and Continuing Education and a Bachelor’s degree in Education, enriched by international research and training experiences at University of Salamanca (Spain), University of Würzburg (Germany), University of Birmingham (UK) and Dublin City University (Ireland).

Karina Edde

Biography

Born in Venezuela, but growing up in an international background, she completed her Bachelor’s degree from Nova Southeastern University in United States and have spent her majority of working experience between the States and Italy. Karina comes with over 15 years of experience after completing a Master’s in science at Bocconi University. Her broad expertise ranges from convention and events management with pharmaceutical and healthcare organizations, to being a helping hand to American students in Firenze, to owning a hospitality business in United States. She is responsible for organising events and seminars at the FSR and for logistic and administrative support to the FSR team.

Vanessa Arnold

Biography

Vanessa holds a Bachelor’s Degree summa cum laude in Foreign Languages, Cultures, Literature, and Translation from La Sapienza University of Rome, and a Master’s Degree summa cum laude in International Relations with a focus on Peace, War, and Security from Roma Tre University. Her Master’s thesis, titled ‘Human Rights, Racism, and Peace: The Black Lives Matter Movement from 2013 to 2021,’ was completed in 2021.

Vanessa previously worked with Asinitas, an NGO providing intercultural education and support for refugees and asylum seekers. As part of the FUTURA project in collaboration with Save the Children, she supported the implementation of personalized educational plans for girls and young women at risk of social exclusion.

She also volunteered with Médecins Sans Frontières (MSF), where she contributed to H.O.P.E (Health Orientation, Promotion, and Education), a social and health service for migrants.

Tomas Reilly

Biography

Tomás is a Research Associate in the Electricity Team of the Florence School of Regulation. He is currently a PhD candidate of the FSR-Loyola de Palacio Chair, focusing on the current challenges distribution grids face, such as planning methodologies, network tariff designs or enabling new electrification.
Before joining the FSR, Tomás worked as a R&D Engineer at the technological research centre ITE, in Spain. He graduated in 2023 with a Master’s degree in industrial engineering specialising in electrical engineering from Universitat Politècnica de València – UPV, completing an international exchange at the School of Photovoltaic and Renewable Energy Engineering at UNSW, Sydney. He also holds a Master of Engineering specialising in energy from CentraleSupélec – Université Paris-Saclay.

Diego Manuel Cebreros Saettone

Biography

Diego Cebreros is the academic coordinator of the EV mobility course and a Ph.D. researcher at Stellantis and Université Paris-Saclay (Centrale Supelec). His research objective is to study the development of Vehicle-to-Grid (V2G) information systems and their economics, particularly in coordinating actors to share information and enabling a sustainable integration of Electric Vehicles to the grid. He is also interested in the market design and regulation of decentralized electricity systems. He is currently part of the Advisory Board of the European Project Scale and a research associate of the Chair of Governance and Regulation of the University Paris Dauphine. Before starting his Ph.D. at Stellantis, Diego worked for one year in France at 2DII, a think tank focused on the alignment of institutional investors’ portfolios to climate change commitments; previously, he worked for seven years in Latin America as a partner and consultant for Deuman an international and leading consulting firm in Latin America focused on climate change and energy policy. Diego holds a Master’s degree in Network Industries and Digital Economy and a Bachelor’s in Environmental Engineering.

Alessandra Porcari

Biography

Alessandra joined the Electricity Team of the Florence School of Regulation as a Research Associate in November 2024.

At the FSR, she is currently investigating EU legislation on energy sharing and its implementation at the national level – being involved in the Horizon project U2Demo – as well as the interplay between EU consumer law and the development of new energy services.

In the context of her PhD, she explored the technology neutrality principle, critically assessing its boundaries and interpretative challenges in the context of the European green transition. As part of the PhD programme – funded by the Italian National Operational Programme on Research and Innovation – she gained practical experience as a legal practitioner at Dolomiti Energia Group in Trento. Moreover, she carried out research stays at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg and the NOVA Green Lab at NOVA School of Law in Lisbon.

She graduated in EU law from the University of Trento in July 2021 and completed her PhD at the same University in June 2025. She is also a qualified lawyer in Italy.

Biography

Adrien Nicolle is a Research Associate at the Florence School of Regulation. He is a specialist on Carbon Capture and Storage (CCS). His research addresses key regulatory and technical challenges in CCS network infrastructure. Adrien’s recent work covers infrastructure planning for CCS transportation, subsidy allocation for CCS adoption, and regulation of CCS pipeline transportation.
Adrien holds a PhD in Engineering Economics. He holds a double degree in engineering from Technische Universität Berlin and Ecole Centrale Lyon.
