Leonardo Meeus
Biography
Leonardo Meeus is a professor at the European University Institute. He is the Director of the Florence School of Regulation and the Loyola de Palacio Chair in the Robert Schuman Centre. He is also part-time professor at the KU Leuven.
Leonardo contributed as author, reviewer and editor to academic journals in energy economics, regulatory economics, engineering, law, operations research and management. He published the open access book “The Evolution of Electricity Markets in Europe”.
He also engages with decision makers to create impact, and blogs about his experience.

Alessandra Porcari
Biography
Alessandra joined the Electricity Team of the Florence School of Regulation as a Research Associate in November 2024.
At the FSR, she is currently investigating EU legislation on energy sharing and its implementation at the national level – being involved in the Horizon project U2Demo – as well as the interplay between EU consumer law and the development of new energy services.
In the context of her PhD, she explored the technology neutrality principle, critically assessing its boundaries and interpretative challenges in the context of the European green transition. As part of the PhD programme – funded by the Italian National Operational Programme on Research and Innovation – she gained practical experience as a legal practitioner at Dolomiti Energia Group in Trento. Moreover, she carried out research stays at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg and the NOVA Green Lab at NOVA School of Law in Lisbon.
She graduated in EU law from the University of Trento in July 2021 and completed her PhD at the same University in June 2025. She is also a qualified lawyer in Italy.
Biography
Ellen is a research associate at the Florence School of Regulation (FSR), where she is co-director of the Evolution of Electricity Markets in Europe course. She holds a PhD in mechanical engineering from KU Leuven and Vlerick Business School, Belgium. During her PhD, she examined distribution network planning, flexibility mechanisms, and regulatory sandboxes using both quantitative and qualitative research methods. She graduated from KU Leuven as an engineer specialising in energy in 2019.

Emma is part of the FSR research team in electricity regulation and policy. Her main research interest is the long-term component of the EU electricity market design, which covers capacity mechanisms, flexibility support schemes and renewable support schemes. She is currently a PhD candidate of the FSR-Loyola de Palacio Chair, investigating the future of capacity mechanisms in Europe.
Before joining FSR in May 2023, she worked as a trainee in the Strategy and Assessment team of the French TSO RTE and in the Energy team of the consultancy Compass Lexecon. Carlos Batlle
Biography
Carlos Batlle is Associate Professor at Comillas Pontifical University in Madrid, part-time Professor of the Florence School of Regulation (FSR) and Research Affiliate of MIT CEEPR.
At Comillas he teaches Energy Economics and Electric Power Systems Regulation, and he is also member of the Institute for Research in Technology, where he leads research projects and supervises PhD and master dissertations.
At the FSR, an institution under the aegis of the European University in Florence, he is member of the Training Program for European Energy Regulators and (among other courses) Director of the FSR Annual Training on the Regulation of Energy Utilities.
From 2011 to 2024 he served at the MIT Energy Initiative and the MIT Sloan School of Management, teaching the course entitled “Engineering, Economics and Regulation of the Electric Power Sector” and also leading research projects and supervising master and PhD thesis.
He has worked and lectured extensively on electric power systems regulation, with special focus on markets and end-user rate design. He has also a vast experience on the operation, planning, and risk management modeling of electricity generation. He has rendered consulting services for (mainly) governments and international regulatory institutions in over 30 countries. He has published over 40 papers in national and international journals and conference proceedings and authored 10 book chapters.
He is also member of the Advisory Academic Panel of Ofgem, the UK energy National Regulatory Authority.
Biography
Nicolò Rossetto is a Research Fellow at the Florence School of Regulation (FSR), where he has led the electricity research team since 2022 and is co-director of the course on Getting to Net Zero. Since he first joined the FSR in 2016, Nicolò has contributed to several research projects on energy regulation and markets, financed by both public and private entities.
Nicolò holds a master’s degree in international economics, policies and institutions from the University of Pavia (Italy), and a PhD in Economics, Law and Institutions from the IUSS of the same city. Before joining the FSR in 2016, Nicolò was an external advisor to the World Bank, a founding member of the Energy Watch at ISPI (Milano, Italy) and a teaching assistant at the Università di Pavia, where he currently teaches a post-graduate course on the Economics and Management of the Energy Industry.
His research interests span from the regulation of network industries to European energy policy, from energy security to the economics of electricity markets. He is a reviewer for several academic journals, such as Utilities Policy, Energy Economics, Energy Sources, Energy Efficiency, and EEEP.

Tim is a Part-time Assistant Professor at the Florence School of Regulation. He is also a Senior Director at FTI Consulting in London working on projects related to power market design and regulation across the globe. He is affiliated to the MIT Energy Initiative (MITEI) and the MIT Center for Energy and Environmental Policy Research (CEEPR). Previously he was a Senior Lecturer at the MIT Sloan School of Management where he instructed the course “Engineering, Economics and Regulation of the Electric Power Sector”, a Research Scientist at the MITEI and a Research Fellow at FSR. He graduated as an engineer from Ghent University, Belgium and completed the EMIN program, an international master programme in economics.
