Biography
Pippo Ranci is Professor of Economic Policy at the Università Cattolica in Milan. His research interests are in regulation and industrial and energy policy.
Until 2008 Pippo was director of the Florence School of Regulation at the European University Institute in Florence.
Before that, he was president of the Italian regulatory authority for electricity and gas for seven years (1996 – 2003), co-founder and vice-president of the Council of European Energy Regulators (2000-2003), and often a consultant to the Italian government (1972-1993).
He has advised the SESSA project on energy (in the “Scientific Support to Policies” series) promoted by the European Commission and in addition about 30 European Universities plus a number of industrial stakeholders.
He has also worked in non-profit organisations, setting up the Italian partner in the Johns Hopkins Comparative Non-profit Sector Project (1989-1994).
Biography
Professor Mario Ragwitz is Executive Director of the Fraunhofer Institution for Energy Infrastructures and Geothermal Systems (IEG) since December 2019. Before that, he was Deputy Director of the Fraunhofer Institute for Systems and Innovation Research ISI in Karlsruhe. Between January 2012 and January 2019, Professor Ragwitz was Deputy head of the Competence Center Energy Policy and Energy Markets at the Fraunhofer Institute for Systems and Innovation Research ISI. From January 2008 to December 2018 he was Head of the Renewable Energies Business Unit in the Competence Center Energy Policy and Energy Markets at the Fraunhofer Institute for Systems and Innovation Research ISI. As scientific director of the Fraunhofer Cluster of Excellence “Integrated Energy Systems” he coordinates the joint research of eight Fraunhofer Institutes in the field of energy system transformation, since 2019. He was also appointed as speaker of the Fraunhofer Hydrogen Network in April 2020, which coordinates the work of 29 institutes in this field.
He holds a Doctorate degree in theoretical physics and his current scientific work focuses on energy policy analysis and modelling energy systems, it extends to include problems of innovation research, financing of renewable energies, the derivation of R&D strategies and strategies for the market integration of renewable energy technologies. His duties include in particular the derivation of EU objectives and policy strategies for renewable energies and the development and evaluation of EU guidelines for renewable energies and the German Renewable Energy Act. He has coordinated more than 50 research projects on renewable energy policy development at global, EU and national levels and authored 60 peer reviewed scientific articles. He worked as a researcher at the Max Planck-Institute for Physics of Complex Systems and as a visiting researcher at the University of Texas in Austin, and at the Lawrence Berkeley National Laboratory. Professor Ragwitz acts as an expert to the German Bundestag and to the European Parliament and advises among others national governments, the European Commission, the World Bank and the IEA. Since 2014, Professor Ragwitz hold a position as an honorary professor at the Albert-Ludwigs-University of Freiburg. Since 2017, he has been a part-time professor at the Robert Schuman Centre for Advanced Studies at the European University Institute in Florence.

Christopher Jones is a Part-time Professor at the Florence School of Regulation (European University Institute).
Christopher is Adviser ‘Hors Classe’ and former Deputy Director General at DG Energy.
He has a background in Law (University of Reading; Colledge of Europe) and he has been serving in the European Commission for more than thirty years.
Biography
Elena Fumagalli is Associate Professor of Energy Economics at Politecnico di Milano, Dep. of Management, Economics and Industrial Engineering, Research Fellow at Bocconi University, Center for Research on Energy and Environmental Economics and Policy (IEFE), and a member of the extended faculty at Florence School of Regulation, European University Institute.
Her research interests include incentive regulation in energy networks, competition in electricity markets, technology policy and diffusion.

Jorge Vasconcelos is Chairman of NEWES, New Energy Solutions, a company acting in the field of renewable energy and energy efficiency in Europe. Consultant to several international organisations and national authorities. Invited Professor at the Technical University of Lisbon. Alternate member of the Administrative Board of ACER nominated by the European Parliament.
First chairman of the Portuguese Energy Regulatory Authority. Founder and first chairman of the Council of European Energy Regulators. First chairman of the European Regulators’ Group for Electricity and Gas. Co-founder of the Ibero-American Association of Energy Regulatory Authorities. Founder and member of the Executive Committee of the Florence School of Regulation. Member of several national and international advisory committees on energy matters, including the 2011 EC Advisory Committee on the Energy Roadmap 2050. He graduated in power systems from Porto University and got the Dr.-Ing. degree from the University of Erlangen-Nuremberg.
Biography
Ian is a Project Manager of the FSR and works with the team on all externally funded projects.
Since graduating, he has worked at three of the former UK Research Councils (ESRC, AHRC and STFC), now UK Research and Innovation (UKRI), as programme manager for a wide range of national and international funding schemes. He subsequently worked at the UK’s liaison office for European funding programmes in Brussels, the UK Research Office (UKRO), for more than four years. He joined the EUI in March 2018 initially working on the 2018 and 2019 editions of the Institute’s largest annual conference, The State of the Union, before joining the RSCAS and FSR in October 2019.
Biography
Andris Piebalgs is a Professor at the European University Institute and serves as the Chairman of the Implementation Committee of the International Methane Emissions Observatory. With a distinguished career in public service, Piebalgs previously held key roles as the European Union Commissioner for Energy and later as the Commissioner for Development. He was instrumental in shaping the EU’s renewable energy and energy efficiency policies, significantly contributing to the establishment of the European energy market. Before his work with the European Union, Piebalgs was a prominent Latvian politician and diplomat. As Latvia’s Ambassador to the EU, he played a pivotal role in facilitating Latvia’s accession to the European Union.
Carlos Batlle
Biography
Carlos Batlle is Associate Professor at Comillas Pontifical University in Madrid, part-time Professor of the Florence School of Regulation (FSR) and Research Affiliate of MIT CEEPR.
At Comillas he teaches Energy Economics and Electric Power Systems Regulation, and he is also member of the Institute for Research in Technology, where he leads research projects and supervises PhD and master dissertations.
At the FSR, an institution under the aegis of the European University in Florence, he is member of the Training Program for European Energy Regulators and (among other courses) Director of the FSR Annual Training on the Regulation of Energy Utilities.
From 2011 to 2024 he served at the MIT Energy Initiative and the MIT Sloan School of Management, teaching the course entitled “Engineering, Economics and Regulation of the Electric Power Sector” and also leading research projects and supervising master and PhD thesis.
He has worked and lectured extensively on electric power systems regulation, with special focus on markets and end-user rate design. He has also a vast experience on the operation, planning, and risk management modeling of electricity generation. He has rendered consulting services for (mainly) governments and international regulatory institutions in over 30 countries. He has published over 40 papers in national and international journals and conference proceedings and authored 10 book chapters.
He is also member of the Advisory Academic Panel of Ofgem, the UK energy National Regulatory Authority.
Adrien de Hauteclocque
Biography
Dr Adrien de Hauteclocque is the Head of Cabinet of the President of the General Court of the European Union and a non-governmental adviser to the French Competition Authority in the context of the International Competition Network (ICN).
On the academic front, he is a Part-time Professor at the Florence School of Regulation (European University Institute) and an associated researcher at Chaire Gouvernance et Régulation, Université Paris-Dauphine. His research interests include EU competition and state aid law, competition policy in network industries and the law & economics of energy regulation. Before moving to the EU institutions, he pursued his academic career at the University of Manchester and at the European University Institute where he co-founded the “EU Energy Union Law” Area of the Florence School of Regulation. He is a regular speaker at international conferences and has published numerous books, academic articles and book chapters in the last 15 years. He serves as a member of the Council of European Energy Regulators (CEER) Training Advisory Board and holds regular teaching commitments for the CEER Legal Task Force and, as an invited Professor, HEC Paris (France).
Dr de Hauteclocque obtained his PhD in Law from the University of Manchester (UK) and holds a MSc in Management from EM Lyon (France) and a MSc in Economic Policy from Strathclyde University (UK).
Yannick Perez
Biography
Yannick Perez was born in 1971 and took his master’s degree and PhD in economics at University La Sorbonne in France. He became an assistant professor at Cergy University (2000-2003) and a tenured associate professor of Economics at the University Paris-Sud (From 2003 to 2019). From October 2008 to September 2020, he is the chief economic advisor of the Loyola de Palacio Chair on European Energy Policy at the RSCAS – EUI. Since 2012, he joined and then co-led the Armand Peugeot research chair on Electromobility (ESSEC Business School – CentraleSupélec).
Since September 2019, he is a Full Professor of Economics at CentraleSupélec – University Paris Saclay. He is also an Associate Editor of the IEEE Transactions on Energy Markets, Policy and Regulation journal.
Since the last 20 years, Yannick Perez has published more than 90 articles and book chapters in Energy related topics including contributions in Applied Energy, Energy Economics, Energy Policy, Ecological Economics and Renewable and Sustainable Energy Review.
At the Florence School of Regulation, he is the Head of the Electromobility unit and a Part-Time Professor.
