Developing a Europe-wide rail network consistent with the objectives of the Single Market is a shared goal across Europe. Both the European Commission and national and local administrations are working towards the goal of developing better railway transport (infrastructure) for passengers and freight, through the improvement of interoperability and safety. The common strategy for achieving these goals is by opening markets and increasing competition. In addition, supporting the attainment of the Commission’s modal shift objectives, which call for 30% of road freight over 300 km to be shifted to cleaner modes such as rail or waterborne transport by 2030, will necessitate overcoming a number of technical and regulatory barriers. The FSR Transport activities are aimed at discussing these principles and analysing their implementation, focussing on different aspects related to the regulation of railway sectors in both the Forums and research activity.
