Mapping energy communities initiatives, policies and regulations across Europe

FSR Climate and the Energy Communities Repository

Energy communities are one of the key elements for achieving the EU’s energy transition: by 2050, half of Europe’s citizens could be producing up to half of the EU’s renewable energy.

To support member states, citizens, local authorities, companies, and financial institutions in engaging with energy communities, the European Commission set the Energy Communities Repository, an initiative aimed at supporting and monitoring energy communities’ activities across Europe in which FSR is involved.

Within the Energy Communities Repository, the FSR contributed substantially to the publication of country fiches detailing policy and legal framework on energy communities across member states.

Curious about how Member States have developed legal frameworks for energy communities?

Since 2022, the Energy Communities Repository has collected data from the European Union Member States on their existing policies and regulations for energy communities in the context of the Clean Energy Package. The information is published in a centralized and openly accessible database. New countries fiches will be published in the next weeks.

Citizens’ Energy Forum

The Forum addresses mainly citizens’ interest groups, a wide range of stakeholders including NGOs, businesses, as well as policy makers (ministries and regulators) on energy consumer issues in the context of the post energy crisis, including their role, related opportunities and risks in the electricity market design of the future.
