A comparative study of renewable energy and electricity access policies and regulatory frameworks in the Indian Ocean islands : the case of Mauritius, Seychelles, Madagascar and Comoros

This study aims to provide a comparative analysis of energy policy, market design and regulatory practices in the Indian Ocean Islands: Mauritius, Seychelles, Madagascar and Comoros. Based on this analysis, the study draws implications for the transition towards sustainable energy system future of the islands where universal access to electricity is ensured. It maps the roles, responsibilities and instruments of various stakeholders, and studies the top-down and bottom-up renewable energy and electrification initiatives in the islands. The key messages of the report are presented in what follows.
