Head of the Economic and Performance Oversight Service

Biography

She is a civil servant for the at the Spanish Ministry of Transport, working within the National Supervisory Authority located at the Spanish Aviation Safety and Security Agency (AESA), where she serves as Head of the Economic and Performance Oversight Service. She is a qualified Aeronautical Technical Engineer and Industrial Organization Engineer from the Polytechnic University of Madrid and also holds a degree in Air Transport Management. With over seven years of experience in the economic regulation of air navigation services, her expertise includes performance and cost-efficiency analysis, economic assessments, and cost auditing. She has led the development of Spain’s Performance Plans for 2020–2024 and 2025–2029, aligning them with strategic frameworks from the European Commission, the Performance Review Body, and Eurocontrol. She is responsible for managing stakeholder consultations and annual performance reviews and represents AESA in key European economic and performance forums. Between 2023 and 2024, she chaired the Performance Working Group of the European Commission’s National Supervisory Authorities Coordination Platform. Her professional background also includes eight years in airport oversight and four years in infrastructure planning and construction.
