Achieving equal access to affordable, reliable, sustainable and modern energy is one of the targets of the United Nation’s initiatives for a sustainable future (Sustainable Development Goal 7). According to reports by the UN, “access to electricity in the poorest countries has begun to accelerate, energy efficiency continues to improve and renewable energy is making gains in electricity sector”. Despite these improvements, hundreds of millions of people still suffer from having limited access to energy sources.

The present online course analyses the multi-dimensional approach to energy access, by emphasising the role of regulation in bringing actionable solutions to these problems.

Bringing together a host of experts from across the world, this training will provide the learner with insights on how to design the appropriate policy and regulatory framework needed to ensure sustainable energy for all (Sustainable Development Goal 7 – SDG7).  Learning outcomes include:

  • Understanding of the interdependence of the tools available to address energy access including the technologies (traditional, clean and smart), finance, business models and regulatory instruments
  • Understanding of the wider impact energy access has on health, education and on overall socio-economic development

Background

This FSR online course will provide global energy practitioners with a holistic understanding of the various aspects of providing sustainable energy access for all.

The length of the course is approximately 4.5 months. The course is divided into 6 knowledge blocks with a total of 17 lessons and 6 Live panels. The number of hours needed per week is 4-6 hours.

The online training will be given in English, with an option of French and Spanish subtitles for the video lectures.

STRUCTURE

The course participants will work individually and in groups on specific tasks – all real-life cases and issues.

Block 1:

  • Understand the perspective, challenges and approaches of energy access and its correlation to the many facets of development.
  • Dates: 15 – 29 May 2023

Live class 1: Monday 29 May 2-3.30 PM CEST: A view on challenges and experiences on the provision of energy access by practitioners.

Block 2:

  • Learn the different elements of the power sector and the similarities and differences between developed and developing countries. Understand the various electrification pathways such as grid extensions, stand-alone systems and microgrids.
  • Understand how the power sector is regulated and the various regulatory instruments used.

OUTCOMES

This course will enable the learner in gaining a comprehensive vision to design appropriate policy and regulatory framework needed to ensure sustainable energy for all.

At the end of the course, the participants can earn a Certificate of Attendance, a Certificate of Completion or a Certificate of Excellence, depending of their performance and engagement throughout the course.

AUDIENCE & LEVELS

The training is developed for experienced managers and targets professionals from the energy sector including government agencies, regulatory bodies, energy companies, energy utilities, development organisations, but also academics and researchers.

No specific academic background is required.

The course will be given in English, with an option of French, Portuguese, and Spanish subtitles for the video lectures.

At the end of the course, the participants can earn a Certificate of Attendance, a Certificate of Completion or a Certificate of Excellence, depending of their performance and engagement throughout the course.

FSR Annual Scholarships

Each year, the Florence School of Regulation – Energy and Climate (FSR Energy & Climate) awards scholarships for a wide variety of training courses targeting a broad audience of professionals and academics.

Applications will be assessed by a Selection Committee of FSR members on a yearly basis. The successful candidates will be informed by the end of February 2023 and will be provided with all relevant information on how to enroll in the online course or residential training of their choice.

Energy Access – Why regulate and what regulation?

The course is unique in that it examines the interdependence of the various tools available to address energy access such as the latest technologies available, financial instruments and innovative business models as well as analyses the wider impact energy access has on health, education and overall socio-economic development.
