Regimes for Granting Right to use hydropower in Europe – executive summary
The hydropower regimes of ten European countries (namely Austria, France, Germany, Great Britain, Italy, Norway, Portugal, Spain, Sweden and Switzerland) are compared with regard their institutional characteristics, their process for granting rights to use hydropower and their joint obligations. Heterogeneity is found at the national level and more surprisingly at the European level with a non-coordinated approach from the different DGs about hydropower regimes. The potential distortions from these heterogeneities call for an harmonised approach of hydropower regimes in Europe.
This document is the executive summary of the FSR research report “Regimes for granting right to use hydropower in Europe” (upcoming) realised together with Assoelettrica and Federutility. The study was presented on 7 October 2014 to energy attachés from the 28 permanent representations in Brussels.
