Examples of Tendering Transport Systems – The Case of FLEX in Schleswig-Holstein
The European Transport Regulation Spotlight is a series of Workshop Papers which highlights exemplary cases from the European Transport Regulation Forums. This case, titled "Examples of Tendering Systems - The Case of FLEX in Schleswig-Holstein", was written thanks to the collaboration of Bernhard Wewers (LVS Schleswig-Holstein) in the aftermath of the 3rd European Urban Transport Regulation Forum.
This European Transport Regulation Spotlight focuses on the tendering policy of Schleswig-Holstein, analysing the unsuccessful tender of the Hamburg-Flensburg-Padborg line in 2002 and the subsequent development. In the early 2000s, following a change in the service concept of the Deutsche Bahn AG (DB AG) leading to the cancellation of long-distance-trains between Hamburg and Flensburg, Schleswig-Holstein saw itself forced to replace the service of the line by an alternative concept. Despite a successful transition of operators in 2002, the service collapsed shortly thereafter. Nevertheless, the service was never interrupted, indeed providing valuable lessons for future tendering procedures.
